Pedro Manuel Moreno, Deputy Secretary-General of UN Trade and Development, delivers the opening remarks at the United Nations Cocoa Conference on 13 February 2026, during the opening plenary meeting (10:00 a.m.–1:00 p.m.). He spoke alongside H.E. Mr. Aly Touré, Permanent Representative of Côte d’Ivoire to the International Cocoa Organization (ICCO).
The Conference, convened at the request of the International Cocoa Council and transmitted to the UNCTAD Secretary-General by the Executive Director of the ICCO, focuses on the future of the cocoa sector, including sustainability, trade and regulatory frameworks.
The 2026 Conference aims to present and advance a successor agreement to the International Cocoa Agreement, 2010. Held alongside a Special Session of the International Cocoa Council, the meeting will culminate in the opening for signature and provisional application of the International Cocoa Agreement, 2026 by potential Contracting Parties.

Rebeca Grynspan closes UNCTAD16 with a call for renewed hope and multilateral action
23 October 2025 — Rebeca Grynspan, Secretary-General of UN Trade and Development (UNCTAD), delivered the closing statement at the UNCTAD16 Closing Ceremony in Geneva, Switzerland.
Leaders from around the world gathered to shape a more equitable and sustainable global economy — adopting the Geneva Consensus and renewing UNCTAD’s mandate to drive inclusive, resilient, and transformative development.
In her remarks, Ms. Grynspan celebrated the adoption of the conference’s outcome document and highlighted UNCTAD16 as “a conference of renewal — of our mandate, of your commitment, and of our shared purpose.”
She reaffirmed member states’ commitments on trade, investment, digital transformation, debt and financing for development, and tailored support for least developed, landlocked, and small island states — emphasizing that “this is what multilateralism looks like — not perfect, not easy, but possible.”
